Councilors demand written data, labor peace and community benefits before voting on term sheet

Several Portland City Council members used the work session to press for guardrails before any vote on the term sheet. Councilors asked that the Blazers provide written answers to questions previously posed to city negotiators; they demanded detailed renovation plans, cost estimates and the consultant's model assumptions that would allow the council to evaluate return on investment and bond mechanics.
Multiple councilors said a labor peace agreement and enforceable community benefit provisions are nonnegotiable conditions of their support. "If I see a term sheet next week that doesn't have a labor peace agreement, I'm a hard no," one councilor said. Councilors also sought clarity on whether spectator-fee revenues would remain in the spectator facilities fund and how excess revenues would be handled. City administration said those mechanics will be refined in the term sheet and joint-authority process, and that public hearings and subsequent votes provide additional opportunities for refinement.
