Councilman Dennis Perea said, "this wasn't going to be enough money, and that we're afraid of what this project is going to cost. Do we have a plan?" Mayor Nathan Robertson and staff said the City has reserved COVID-related funds in the Water and Sewer Enterprise Fund to cover gaps and that the council could scale back scope or decline if final costs exceed funding.
The motion to accept the award passed unanimously. The project also involves an EPA grant and other city funding sources; council directed staff to continue design work and return with refined cost estimates and an implementation plan if needed.
