DRB discussion flags wetlands and stormwater permits for proposed Bristol trails

At the hearing Samantha Morrissey told the board that the total acreage proposed to be disturbed for the trails is about 1.45 +/- acres, which the applicant says is well under the 10‑acre threshold that would trigger Act 250 review for trail projects on the Vermont Trail Network. Morrissey said the applicant provided a formal opinion concluding Act 250 does not apply and did not undertake a separate ecological survey because of prior logging knowledge and conversations with Act 250 staff.
Board members noted that wetlands exist on the eastern side where future trails are contemplated and required that, prior to construction, the club either submit a letter from the DEC Stormwater Program stating no permit is required or obtain a Stormwater Permit. The DRB also asked the applicant to provide any needed ANR/DEC correspondence or studies to confirm permitting requirements for segments that may affect wetlands.
