Board splits on a string of budget transfers; several fail and some pass

Members repeatedly asked for more detailed backup and calculation support before approving larger transfers. "When was it increased? When did we realize it was increased? Why did we not realize it was increased?" one trustee asked about insurance-rate changes, underscoring a recurring request for the administration to supply clearer documentation. The business office promised to provide additional detail and supporting calculations at the next meeting. Administrators also said they will try to negotiate insurance rates where possible and provide a mailing date for overdue vendor payments questioned by trustees.
Because multiple transfers were split out for individual votes, trustees recorded a mix of yes, no and abstain positions. Where trustees asked for detail about recalculations (for example, an earlier estimate of $325,000 later recalculated to $275,000), the business office said more current invoicing and the quarterly obligation report informed the revised figure and that fuller documentation will be supplied to the board.
