The Hammond Redevelopment Commission voted unanimously May 7 to award the demolition contract for the property identified in the meeting packet as the "Haunted House" to J and M Industrial Services for $291,800. Attorney Westlund summarized the inspections chief's recommendation, noting several lower bids were ruled nonresponsive or raised concerns about prior incomplete work and contractor-board inquiries.
Westlund explained that responsiveness and responsibility under the governing procurement statute determine award eligibility. "Mr. Kearney is recommending... the bid for the demolition of the Haunted House property to J and M Industrial Services," Westlund said, and Commissioner Toman moved to award the contract; Commissioner Kubacki seconded. A roll call returned five yes votes and Chair declared the motion passed. The commission did not attach additional conditions to the award at the meeting.
