The board heard a series of late-rental-registration appeals and took mixed actions depending on circumstances. Owner Laura Messam, representing 4239 Torrance Avenue, said she had owned the property for 22 years and cited confusion and bereavement affecting records; the board voted to waive late fees for the two-unit property. Messam introduced herself: "I am Laura Messam, and I'm the property owner for 22 years, at 4239 Torrance Avenue with my husband, Jose Mesa, who is now deceased."
Other cases produced different outcomes. The Zoom-attending owner of 15841 77th Place, George Epple, had no previous appeals and the board voted to impose the late fee. Kyle Bowen, owner of 1029 May Street, said "I just I forgot to pay it" after buying the property and the board waived his late fee. The board also waived late fees for three properties represented by Tom Jenkins and imposed late fees where owners did not appear, such as 7413 Beach and 1468 Summer Street. Where waivers were granted, staff provided instructions for payment and documentation.
