A staff representative said the city "received ready funds for an electronic message board to be installed downtown" and that American StructurePoint was chosen because it already had survey information from a related Homan Avenue project.
Staff said the CIB approved the funding allocation earlier in the week and the board voted to approve the site plan and funding on a voice vote. John Kennedy of American StructurePoint was acknowledged in the meeting as present to answer questions about the proposal.
