Subcommittee advances ‘Better Spending, Better Schools’ bill requiring LEA spending reports

Chairman Williams described House Bill 21,21 as a transparency measure to give families and taxpayers a clear, consistent picture of how K–12 dollars are used. The bill would require each local education agency and public school to submit a planning/budget report and an expenditure report, breaking out local, state and federal revenue as well as categories such as instructional costs and personnel.
Sponsor testimony emphasized that the information is largely already provided to the Department of Education but would be reformatted to be more usable and publicly posted on the state report card. Members broadly supported the bill and it was advanced to the full Education Committee by recorded vote.
