Stormwater and septic plans defended; neighbors raise well‑impact concerns

Engineer Ted Bayer told the board that the stormwater design uses porous asphalt and filtration directing runoff to a stormwater manhole and then to Route 29 sewers, with a bio‑detention swale along Old River Road. He said both NJDOT and the Delaware Riverkeeper/DRCC had reviewed and approved their stormwater plan and that the applicant will submit annual stormwater reports to the Township. Bayer also explained the septic redesign into two disposal fields to satisfy the 50‑foot setback and noted the Treatment Works Approval process included the Township Board of Health, NJDEP and the County Health Department.
During public comment, neighbor Joel Coyne asked whether draw‑down testing had been done to protect adjacent private wells and whether a fractured aquifer had been considered; Coyne requested testing and clarity on enforcement of on‑site activity during construction. Board members said the applicant must provide further documentation and the continued hearing will allow for follow-up on well‑protection and construction sequencing.
