Board approves Expanded Learning staffing and three-year ELOP update
Summary

The Richland School District Board on May 12, 2025, approved an updated Expanded Learning Opportunities Program (ELOP) plan and three vendor agreements to provide additional staffing and professional development for after-school and extended learning programs. Ms. Cherry presented the required three-year update (aligned with After School Education and Safety program requirements and Education Code §8482.3(g)(1)).
The approved agreements direct vendors to hire, train, and manage staff for STEAM-related clubs (Consult 4 KIDS), provide sport-based child-development activities (Skyhawks), and supply staff with physical-activity and leadership experience (Shafter Recreation and Park District). The board voted unanimously (5–0) to approve the plan and the staffing contracts. The contracts are intended to cover the period July 1, 2025, through June 30, 2026, and include yearlong professional development and site-leader coaching components.
Assistant Superintendent Blacklock previously reported the district’s summer and extended-year programming enrollment figures (120 scholars in Extended School Year; 414 scholars in Ignite+), which the board said the additional staffing will help support.
