The Acton-Agua Dulce Unified School District board approved updates to its charter authorization administrative regulation (AR 0420.4) and adopted a new charter oversight policy (0420.41) on Oct. 23. The updates reflect California School Boards Association (CSBA) guidance and clarify petition components, required staff-advisor involvement, and signature thresholds for new charter petitions.
The new oversight language covers monitoring of charter performance, charter locations and fees charged for oversight by authorizing LEAs. The policy discussion included an explicit statement from a board member that oversight was not being pursued as a revenue source; board members said the update contains language intended to address concerns about multi-site oversight and blended governance arrangements.
Both measures passed on roll-call votes. The board asked subcommittee members to continue monitoring charter-authorizer relationships and to ensure transparency around authorizer responsibilities and any fees collected for oversight work.
