Clayton Scott of the USDA Conservation Service presented by phone to the Nutter Fort Council on the Elk Creek Watershed project, which covers parts of Harrison, Barbour and Upshur counties. He told councilors that preliminary and planning phases are 100% federally funded and that a local sponsor is required to move forward; implementation would be shared roughly 75% federal and 25% local, with the town’s dollar obligation unknown until planning is complete.
