Council approves second reading of Ordinance 2024-09 to authorize sewer revenue bonds

The Town of Nutter Fort Council on Aug. 27 passed the second reading of Ordinance 2024-09, authorizing the issuance of sewer revenue bonds to finance extensions, additions and improvements to the town’s public sewerage system. The ordinance authorizes up to $1,500,000 in Series 2024 A bonds and up to $2,500,000 in Series 2024 B under the West Virginia State Revolving Fund program.
Councilor Karen Phillips moved to pass the second reading and Councilor Rick Lafferty seconded; the motion passed by unanimous vote of council members present. The ordinance provides for bond sale terms, a bond purchase agreement and related security and remedy provisions. The council did not set the final bond sale dates or immediate debt-service details during the meeting.
Treasurer Leslie Cummings had noted earlier in her report that Requisition #3 on Phase IV of the sewer project was approved for $312,365.33 at the Sanitary Board meeting, which staff said is part of ongoing implementation and contract pay applications related to sewer improvements. Council members asked procedural questions during the reading but took no further action on implementation at the meeting.
