The Starksboro Selectboard met in a special session on June 23, 2026, and recorded actions to pay an outstanding IRS bill and to provide raises for town employees. Koran Cousino called the meeting to order at 5:31 p.m.; board members Carin McCarthy and Eric Cota were present and Tony Porter and David Schmidt were absent.
The board amended the agenda to add the IRS bill and then entered a closed executive session under 1 VSA 313(a)(1)(3) to discuss personnel matters. After returning from the executive session the minutes record the board’s action: “Pay the outstanding IRS bill and provide raises for employees as discussed.” The minutes do not specify the amount of the IRS liability or the raise amounts.
Selectboard procedures were recorded as follows: Eric Cota moved to enter executive session and Carin McCarthy seconded; both motions to enter and to exit the executive session were recorded as passed. Town Administrator Amanda Vincent submitted the unapproved minutes for the meeting.
