The American Canyon Planning Commission on July 30 voted to recommend the city council amend the municipal code's accessory dwelling unit (ADU) rules to conform with current state law and implementation of the housing element.
Brent Cooper, the city’s community development director, said the item was a continued public hearing after an advocacy firm, HDF, flagged parts of the draft ordinance as not fully complying with state law. "We addressed their concerns, and they confirmed it, which I'm very happy," Cooper said. He told commissioners the revisions are intended to bring the city code into alignment with state requirements and housing element obligations.
Commissioners asked about local incentives and outreach. When asked whether Napa County offers financial assistance, Cooper said, "Napa County does have a forgivable loan program," noting that qualifying applicants may receive significant contributions toward constructing an ADU but that some costs (landscaping or accessibility work) might remain out of pocket. He also told the commission the city does outreach at events such as Meet Me in the Street and posts information on its website but that more outreach could be pursued.
The commission moved to adopt a resolution recommending the city council amend Chapter 19.39 of the American Canyon Municipal Code to update ADU regulations consistent with state law and Measure C housing element implementation. The vote was unanimous.
