Town planner Lee (speaker 10) told the boards the comprehensive plan’s action matrix is a living document that was updated internally this year and is used regularly to support grant applications.
Lee said the full comprehensive plan is meant to be a roughly 10‑year document (completed in 2019) and that a full update will likely be due in 2028–2029. The planner cautioned that a comprehensive update is time‑consuming — “it’ll probably take a year and a half at least to do an update” — and recommended using the matrix and applying for grants to support any large project priorities.
Board members discussed whether the economic development committee or the comprehensive plan committee should lead near‑term updates to the matrix and agreed staff and committees should coordinate so the community can remain competitive for grant funding. Members also noted local projects that have advanced since the plan was completed, including community solar installations.
No formal decision was made to start a full plan rewrite at this meeting; staff will continue using and updating the matrix and monitor timing for possible grant requests to support a full update.
