After an extended deliberation over dozens of amendments, the Common Council adopted the 20272036 Capital Improvement Plan as amended. A central package of amendments transferred roughly $750,000 of existing fund balances into the city's Expenditure Restraint Incentive Program (ERIP) reserve (CIP 9999) to free approximately $75,000 per year of levy capacity over the next decade for public safety staffing priorities rather than reserving those fund balances for purchases in 20332034.
Proponent Micah (council member) framed the change as a policy tradeoff to provide near-term levy capacity for staffing and said the move would be phased over 10 years. Staff and other members discussed the structural implications (a projected $75,000 structural gap in 2037) and stressed that the items create near-term flexibility but require future decisions. Multiple roll-call votes carried the package and related amendments; the final vote recorded adoption of the CIP as amended.
