The City Council approved a land use restriction agreement (LURA) to hold participating properties to five years of affordable rents and separately approved a $400,000 contract with Sustain Dane to implement the Efficiency Navigator program this year. Claire of Sustain Dane summarized intake work and recommended 12 buildings (73 units, 189 residents) for upgrades that reduce emissions and energy costs.
Claire said the assessment-based estimate for the recommended work totaled about $410,000 and highlighted health and safety benefits identified in the audits: "The total amount that we're estimating for this work based on the assessment reports is $410,000," she told the council, adding estimates of roughly $10,000 in annual utility bill savings and about 57,000 kilograms of CO2 avoided annually. Council members asked about program length, rebate capture and post-5-year rent protections; staff and Sustain Dane said the five-year affordability term was established based on stakeholder interviews and that the city will continue to track outcomes and explore longer LURA terms.
