Planning commission reviews five UPWP project requests including ADA transition and EV charging study

Staff summarized the Unified Planning Work Program (UPWP) process and the five projects the city plans to request from the CCRPC. The UPWP offers three types of funding streams: regional projects requiring no local match, federally-funded projects that usually require a 20% municipal match, and RPC staff time. Planning staff asked the commission to advise them by the December 10 meeting so City Council can act in January.
"There are 5 UPWP proposed projects: Number 1 is the Americans with Disabilities Act transition plan — transportation; Number 2 is plan for addressing sidewalk slash SUP maintenance; Number 3 is Williston Road slash hotel slash Mary Street intersection scoping; Number 4 is EV charging in existing multiunit buildings; Number 5 is active transportation plan part 2," staff (S3) said. Commissioners discussed scope clarifications and priorities and indicated general support for forwarding all five as candidates for UPWP requests.
Commissioners asked staff to identify the highest priority items for RPC discussions because funding is limited; staff agreed they will refine scopes and return with clearer descriptions at the next meeting. Several commissioners emphasized the ADA transition plan and sidewalk maintenance as immediate, high-impact items that could be prioritized in the city’s requests.
