Colfax police add officer; chief raises concerns about HB 2015 grant limits

Police Chief Michael Melcher told the council that Officer Ivan Martinez-Garcia began with the department on April 1 and will attend the Criminal Justice Training Commission academy from April 14 through August 18. Melcher said the department has been completing administrative onboarding and ride-alongs as the new officer prepares for training.
Melcher also reported the CJTC clarified requirements under House Bill 2015, stating grant funds "can't be used to supplant or replace locally funded positions or equipment." Melcher said he conferred with City Attorney Hannah Kimball about options and that the city might withdraw its application depending on the available paths. Melcher additionally provided department activity totals for a recent reporting period: 52 calls for service, 83 traffic stops, 34 citations/infractions, and four criminal cases (three ending in arrest).
