Representative Mackenzie’s educator-incentive study bill approved by subcommittee

Representative Mackenzie explained that House Bill 778 would require the Office of Research and Accountability (OREA) in the Comptroller's Office to conduct a study and make recommendations for an incentive program targeted at educators with more than 15 years of experience, with a report due to House and Senate education committees by Dec. 31, 2026.
"This bill requires the Office of Research and Accountability in the Office of the Comptroller of the Treasury to conduct a study and to make recommendations for the implementation of an incentive program for our educators with more than 15 years worth of experience," Representative Mackenzie said, noting that the Senate sponsor had passed a similar measure the previous year without opposition.
Chairman White asked whether OREA is the appropriate body to conduct the study or whether the Department of Education or another agency should be involved; Representative Mackenzie said sponsors had discussed the approach last year and viewed OREA as the appropriate entity, though she had not personally spoken with OREA this year about the bill.
The clerk reported the vote as "ayes and 0 no's," and the subcommittee voted to advance House Bill 778 to the full education committee.
