Town Center design advances; city drafts right-of-way standards

The city management consultant told council the Town Center's final design is complete and the project has moved into the construction-document phase, with bids expected in September and a potential groundbreaking in October.
"The final design is complete, and we're now in the construction document phase. We're hopeful again to have this bid out in September and groundbreaking sometime in October," the consultant said. Separately, staff reported the city currently lacks right-of-way standards and is developing an ordinance that would set placement criteria for utilities to protect water and sewer mains; staff expect to present a draft in September.
The consultant also said the city has been working with developers to require a final lift of asphalt on Western and described progress on culvert and binder replacements. Planning & Zoning will hold a public hearing on the Parkside master plan before it comes to council for consideration.
