Attorney Michael Donovan told the board the proposed pool would sit about "10 feet from that East lot line" and would raise site coverage from approximately 44.7% to 45.8% — an increase of about 1.1 percentage points. Donovan said the change is modest, neighbors nearby (including the immediate abutter who submitted an email of support) did not object, and planned notes on the site plan call for dry wells and grading to control runoff.
Board members debated whether to treat the application as a special permit or seek a variance under the state's recently amended standards. The chair reviewed the new statute language and said medical and health justifications could bear on a variance analysis, but several members preferred the special-permit route in this case. The board confirmed conditions — including on-site parking for construction vehicles when possible and ensuring egress — and voted to grant the special permit as recommended.
