CRA approves $761,896 for Flagler Estates paving; interlocal agreement with Road & Water Control District authorized

The St. Johns County Community Redevelopment Agency approved a package on Jan. 20 to fund paving in the Flagler Estates CRA, increasing the project budget from $500,000 to $761,896 and authorizing an interlocal agreement with the Flagler Estates Road and Water Control District.
Director Tera Meeks said the paving plan covers more than 4.5 miles of roads identified by the community as a priority. The resolution authorizes a $261,896 reserve transfer and appropriates $761,896 from the Flagler Estates TIF to the project. The district previously approved the paving plan at its December 2025 meeting, and local district leaders (Shirley Lassiter and William Fisher) spoke in support.
CRA Resolution No. 2026-1 was adopted (4-0, Commissioner Joseph absent), and the chair was authorized to execute the interlocal agreement in substantially the attached form.
