Board approves $1.5 million transfer from Tree Bank to restore LAMP funding

St. Johns County commissioners approved a $1.5 million budget transfer from the Tree Bank Fund to the Land Acquisition and Management Program (LAMP) on Jan. 20, restoring LAMP’s annual funding level toward $2 million for conservation land acquisition.
Deputy County Attorney Kealey West reviewed funding source options and constraints; Commissioner Ann Taylor recommended using General Fund reserves to avoid Tree Bank restrictions, while Commissioner Christian Whitehurst supported using Tree Bank funds. After discussion, the board approved the transfer by majority vote (Whitehurst, Murphy, Arnold yes; Taylor no; Joseph absent).
Staff said the funding will be used for acquisition of conservation lands under LAMP; implementation details and potential acquisitions will be returned to the board for approval as projects are identified.
