Commissioners postpone Pirates Landing PUD modification amid traffic and environmental concerns

The Board voted 4-1 to postpone consideration of a major modification to the Pirates Landing Planned Unit Development that would dedicate roughly 1.5 acres to the county for beach access and permit single-family homes on remaining parcels.
Attorney James Whitehouse represented the applicant and described the proposed dedication; residents and civic groups urged caution, citing A1A safety at a sharply curved stretch, potential dune and sea-turtle impacts, and parking overflow. An exhibit letter from Kristyn Sheridan argued the proposal presented “unacceptable risks to public safety and the coastal environment.” County staff addressed tunnel easement ownership and traffic concerns; Assistant Director Dick D’Souza and Emergency Management Director Joe Giammanco provided technical comments about FDOT access, cost-share and trolley considerations.
Following public comment and staff discussion, Commissioner Taylor moved to postpone the item to allow further review and negotiation; the motion carried 4-1 with Commissioner Joseph dissenting. The postponement schedules additional review and possible negotiation about parking, easement ownership and safety mitigations before the June 2 hearing.
