Reynolds wins $1 million CDBG for paving; city seeks GEFA funds for water work

The City of Reynolds has been awarded a $1,000,000 Community Development Block Grant from the Department of Community Affairs to fund paving and drainage work on Morris Street, Parker Street and North Collins, Public Works Director Scott Jones told the council Sept. 16.
Jones said the city also applied for a Georgia Environmental Finance Authority (GEFA) grant to address inflation-driven cost increases on a planned water pipe replacement. "The grant is a minimum of $1,200,000. We have asked for $2,500,000," Jones said, and staff expect to know whether they receive partial or full funding early next year. Jones also said a lead service line inventory will begin this week, with crews flagging meters so contractors can locate them easily.
The Council heard that the CDBG funds are earmarked for paving and drainage improvements in the three named neighborhoods; Jones described the scope as street resurfacing and drainage repairs rather than system-wide reconstruction. He said the lead service line inventory project would take several weeks to complete. The report also included a request from resident Drew Epton about a dead limb on the right-of-way; Jones was directed to compile a list of similar requests.
The item was presented during the regular meeting; no binding council action on the grants was recorded at the Sept. 16 session. The city will proceed with the inventory and await GEFA's decision before committing to the larger water infrastructure contract.
