City aims to adopt updated APWA engineering standards

Colby Wilson of the engineering division said the city's engineering standards have not been updated since 2020 and that the Utah chapter of the American Public Works Association issued new specifications in 2026 that the city proposes to adopt (with some local tweaks). "We are bringing some updated engineering standards for your review," he said, and noted roughly 50 Utah cities use APWA specs as the foundation for local standards.
Wilson explained the purpose of adopting the APWA update was to align construction specifications and noted staff are prepared to answer council questions about particular technical amendments; the council asked only clarifying questions and did not object to the review timeline.
