DCHR outlines hiring events, PeopleSoft limits and leave challenges as city workforce nears 50,000

Charles Hall Jr., Director of the DC Department of Human Resources, briefed the committee on DCHR's FY25 activities and FY26 plans, including large hiring and outreach events, manager training and wellness programs, and efforts to streamline applicant tracking.
Hall said DCHR hosted events that drew large participation (a February hiring event with over 1,000 participants and a Gateway to District Careers event) and partnered with Work for America to attract former federal employees and other candidates. He described the Public Service Launchpad initiative to reach students at high schools and colleges and highlighted manager training (MSS Week) and a Certified Public Manager program with George Washington University.
On workforce data and systems, Hall told the committee PeopleSoft covers agencies that use it but does not include DC Public Schools or DC Water; DCHR's PeopleSoft headcount was about 38,555, and Hall acknowledged the committee's estimate that total District employment could be closer to 50,000 when independent agencies are included. He said consolidating systems is expensive and would require OCTO coordination.
The committee pressed DCHR on paid family and medical leave usage and a figure that 633 employees who used PFL in 2025 later separated from employment; Hall said reasons vary (planned moves, medical/disability, retirement) and suggested policy options such as continuation‑of‑service agreements and referenced related legislation under consideration that would alter PFL scope and duration. He agreed to provide the committee an agency list not using PeopleSoft and to update leave usage reports for FY25.
The committee asked DCHR to share reports and to work on improved data collection and cross‑agency coordination before budget deliberations.
