Board approves KCSOS agreement for alternative K–6 placements for expelled or at‑risk students

The Richland Governing Board voted on Oct. 13 to approve a 2025–2026 agreement with the Kern County Superintendent of Schools (KCSOS) to provide educational placements for students in kindergarten through sixth grade who have been expelled, need alternatives to expulsion or are at serious risk of expulsion.
Assistant Superintendent Annette Blacklock presented the contract and explained the program’s purpose. “The recommendation was to approve the 2025-2026 Contract Agreement between the Kern County Superintendent of Schools (KCSOS) and the Richland School District, which provides educational placement for students in K-6th who have been expelled, require an alternative to expulsion, or are seriously at risk of expulsion,” Blacklock said. The board approved the agreement by unanimous vote, 5–0.
Board members did not raise additional conditions at the time of the vote. The board record notes the KCSOS-operated elementary community school has received inadequate funding from the State of California, a factor district staff raised when framing the contract. No additional implementation timeline or funding change to the district’s general fund was recorded as part of the motion.
