The police department reported that a Homeland Security reimbursement tied to a prior flood event resulted in roughly $1,300 deposited across town accounts rather than directly into police appropriated line items. "We got a check back that was partially put into the lower fund and partially put into the general fund and, to accumulate to about $1,300," the police representative said.
The police representative asked the council to move those monies into equipment funds to outfit a second reserve officer; he said outfitting the first reserve fully exhausted the department's budget. A council member moved to transfer the reimbursement to equipment funds and the motion was seconded. The presiding officer called for the vote; the council responded "Aye," and the motion carried.
Councilors discussed why the reimbursement was not returned directly to police line items and staff explained state/federal reimbursement accounting practices allocate funds across multiple accounts; the council approved the transfer to the equipment fund to address an operational need.
