After neighbors debate, council approves Sunset Stables conditional use permit with hours limit

Applicants Melissa Favello and Tyler Layfield sought a conditional use permit for Sunset Stables LLC, a small horse‑boarding and training operation at 1852 West Hereford Drive. They told council their operation serves up to 10 boarded horses, focuses on client screening, uses wood‑chip paddocks and plans a sprinkler system to mitigate arena dust.
Neighbors were split: several long‑time residents and those who lease pasture to the applicants praised the facility’s upkeep and agricultural compatibility, while other neighbors raised concerns about the use of neighboring pastures, walking horses on the street, porta‑potty visibility, accumulated trash/garbage cans and the prospect of future expansion. Staff noted applicable RE zoning setbacks and recommended site‑specific conditions; the Planning & Zoning Commission recommended approval with modifications.
Council focused on sanitation, dust control and hours of operation. Members agreed an unlimited‑hours waiver was inappropriate and amended the recommended conditions to set operating hours from 6:00 a.m. to 10:30 p.m. daily except for emergencies; they left other site‑specific conditions in place. Council then approved the CUP with that modification.
