"69% of them were affected as as highly effective," the superintendent said while reading the statutory report. He provided building-level breakouts: for example, Metro North had 17 certified staff (11 highly effective, 6 effective) and Southwood High School reported 35 certified staff (25 effective, 10 highly effective). The superintendent said the district had no certified staff placed on improvement plans for the prior year.
Board members asked how the rubric affects movement from effective to highly effective; superintendent said the rubric depends on teacher-submitted artifacts and administrator observations. The district described efforts to support staff so fewer teachers require improvement plans.
