Council approves Ada County impact-fee studies for jail, coroner and EMS; sets path to collect fees

Steve Rutherford, Ada County chief operating officer, presented three capital improvement plans and associated development impact-fee studies on behalf of the county, saying the intent is to have growth pay for new capacity at the jail, coroner’s facility and EMS.
Rutherford described eligible projects, the 10-year planning window and population projections used to set fees. Council took the matter through the required public hearing steps; no public testimony was offered. After brief council discussion and a request to fix editorial figure numbering in one report, council voted to approve the three CIP/fee-study items and directed staff to return intergovernmental agreements and municipal-code updates for implementation and fee collection.
Tracy (city staff) said council approvals tonight still require execution of interlocal agreements and code amendments before fees can be assessed to building permits; staff plans to return a draft interlocal to council in October with a target launch date of Jan. 1 if neighboring jurisdictions complete the process.
