City staff updates Heritage Park, State & Eagle work and Aiken Street irrigation options

Nicole Byrd Spencer, the city’s capital-projects staffer, briefed council on active projects and near-term change-order items at the Sept. 23 meeting.
On Heritage Park she said the building is "going vertical," final pavers and sidewalks are scheduled next week and selected plantings include 12–14 foot serviceberries and a 14–16 foot baby blue spruce to serve as the new Christmas tree. She noted several small change orders will be returned to council Oct. 14 and said the contractor has requested one additional day (from Nov. 6 to Nov. 7) for custom welding related to door frames; staff expects the net cost to the city to be close to zero once credits are applied.
Spencer also reported the State & Eagle signal was activated Sept. 11 and that remaining work — curb/gutter/colored-concrete crosswalks — will require temporary closure at the State/2nd intersection and should finish in late October. On Aiken Street she said parking-lot irrigation is unresolved: staff is considering connecting to Eagle Road service or asking Veolia for a new service; a Veolia option could require a roughly $30,000 change order and staff will return options to council on Oct. 14.
Council asked questions about parking counts (Nicole confirmed the lot will contain 10 spaces, 6 for the city and 4 for residents) and about arch installation timing (footings poured; arch reinstallation expected late October/early November).
