Planning staff outlined how the 2009 East Side area-specific plan (active living, 55+) differs from the 2020 city general plan (mixed-use/district) and presented several options for the commission to consider: amend the area plan to the district, keep the existing designation, or adopt targeted zoning options with overlays or density limits.
Staff explained that an RMF (multifamily) zone could include single-family homes and that a density cap could be used to control overall unit counts. "If the proposed plan amendment is forwarded with a positive recommendation, then staff offer this alternative for the approval of the RMF-10 multifamily residential zone with a maximum density of 8 units to the acre," staff said. Staff also explained density calculations use net buildable area (excluding roads and unbuildable land).
Commissioners used those options during deliberations; several favored aligning the older East Side plan with the general plan's district language while controlling actual density through zoning, overlays, or development agreements.
