Dozens of residents spoke and several letters were read at the June 24 Payson Planning Commission meeting opposing multifamily zoning (RMF-15) for the Mangelsen parcel. The written and oral comments emphasized neighborhood character, traffic safety and public services.
"We already experienced limited visibility, congestion, and pedestrian safety concerns that would worsen without significant roadway improvements," a staff summary of written comments read into the record. Local resident Brent Baxter told the commission the neighborhood already experiences dangerous speeds and on-street parking: "I had one person pass me... going 45 to 50 miles an hour on 1st South headed west," he said, citing risks for children who play in the street.
Speakers repeatedly raised school-capacity worries and asked the commission to require updated traffic and school impact data before approving denser zoning. Multiple commenters said they prefer R-1-10 or traditional single-family lot sizes rather than more townhomes or apartments. Residents also asked the commission to preserve open space and buffers for long-standing agricultural and single-family properties.
Commissioners acknowledged the concerns during deliberation and discussed zoning tools that could limit density if the plan amendment moves forward. The public record assembled for City Council will include the written letters and these oral statements.
