Planning commission recommends Val Nova preliminary plat amid fire-service worries

The City of Eagle Planning & Zoning Commission recommended approval of PP2025-06, a preliminary plat for Val Nova Village Subdivision No. 1, after hearing presentations from the applicant and city staff and taking public comment. Commissioner Oland moved to recommend approval subject to the standard and site-specific conditions listed in the staff report; the motion passed after a voice vote.
Kendall Hancey of Horrocks, representing Clyde Capital Group, described the application as fitting within the Val Nova planned-unit master plan and said the preliminary plat for Lots 11 and 17 proposes 306 units at about 2.97 dwelling units per acre. "The 20% open space goal, we're exceeding that at 42%," Hancey said, noting preserved native vegetation and planned trails and pathways through the development. Planning staff presented the review and recommended conditions, including requirements for vehicular access and pathway connectivity. Daniel Miller, planning staff, summarized key conditions and conformity to the pump-1 master plan, saying, "Condition number 7 speaks to the requirement... that the development would be required to have at least 2 points of vehicular access in and out of this phase of the development in order to allow for emergency access."
During discussion, commissioners and a public commenter pressed the applicant and staff on emergency response and infrastructure. Resident Eric Shermer raised questions about the wastewater-treatment plant location, bridge access and on-site signage, and suggested sprinklers in early homes because a closer station could be years away. Miller said the proposed interim infrastructure and easement arrangements were reviewed by the sewer district and that long-term facilities would be evaluated as development phases advance. Commissioner Smith said he was "going to vote no on this 1 because I, as I listened to the conversation about the fire department and it's construction etcetera, It's a little too nebulous for my to give me comfort, to be quite honest with you." The motion nonetheless carried.
The commission's recommendation advances the preliminary plat under the city's development-review process and the approvals are subject to the conditions included in the staff report.
