Board opens first reading of subdivision ordinance overhaul, proposes internal-street rule for developments over five lots

Upson County planning staff described a proposed restructuring of the subdivision ordinance into three tiers: lot divisions (any parcel subdivided into five lots or fewer, reviewed by staff), minor subdivisions in AR zoning (five or more lots that do not require new infrastructure) and major subdivisions that require new streets, stormwater and utilities.
Staff told the board the draft would require internal streets for any subdivision that creates more than five lots in AR or other districts, remove most flag-lot allowances except for topographic necessity, and route appeals and variance requests to this board rather than staff as a first-tier appeal in some cases. "So any subdivision that's developed in any of the our districts that creates more than 5 lots would have to have internal streets moving forward," planning staff said.
Commissioners requested the summary memo be posted online in advance of the next workshop and agreed to revisit the draft at the August 5 work session.
