A resident (speaker 6) addressed the council seeking relief after a large water leak produced a $5,000 bill, saying a licensed contractor certified the leaked water was absorbed into the ground and did not enter the sewer system. "It was a high, summer leak... the $5,000 water bill, over 0.5 of that was sewer charged and and no 1 went into the sewer," the resident said, and asked the council to consider relief for the sewer portion because the water did not flow into the sewer system.
Council and staff directed the resident to pursue the formal relief process with the Utility Service Board (USB) and to work with staff (Darla was named as a contact) to submit paperwork. The resident also raised longstanding concerns about flat sidewalks that allow parking on the sidewalk and cause ADA access problems; council advised obtaining repair quotes because the town's in‑house policy has historically covered 50% of damage to the damaged section only. The resident gave the address 91 West Franklin Street and described repeated water infiltration under the building; staff asked for repair estimates to evaluate shared cost options.
