Council divided over timing and value of a retreat as budget tightens

Councilmember Jennifer Jensen asked the council to schedule a four‑hour public retreat in winter or spring to align priorities, engage residents and prepare for upcoming budget challenges. Jensen said the council has a training budget of about $5,000 that typically goes unused and suggested the city could use that line to pay for facilitation if needed.
Councilmember Syler cautioned that the 2026 budget is tight and said the council should not spend money it does not have; she said she would support delaying a retreat until revenue conditions improve. Councilmember Holland said he would support a retreat but preferred not to hire a facilitator, arguing council members can hold an effective discussion themselves. Jensen asked the city clerk to circulate reports from prior retreats so the council can review past goals and consider reviewing one or two action items at future meetings as an alternative to a full retreat.
"Under the Council fund there is a training budget for $5,000 that the Council doesn't typically use," Jensen said, describing a potential funding source. The council did not adopt a schedule; members agreed to follow up and to consider reviewing past retreat goals at upcoming meetings.
