The council reviewed Resolution 801, which would update Ruston's interlocal agreement with the Rainier Communications Commission (RCC). Staff noted the city currently has a separate non‑exclusive franchise agreement with Comcast that provides a 5% gross‑revenue payment to the city; the proposed ILA would preserve many of the same benefits but adds RCC membership elements and potential service expansions.
Councilmember Huson moved to table Resolution 801 and place it on the Oct. 15 agenda so council members could review the full ILA; the motion passed 4‑0. Staff estimated RCC membership dues at $2,280.20 for FY 2024 and expected a similar amount for FY 2025. Council discussed whether continued RCC membership adds value beyond Ruston's existing Comcast franchise and whether to appoint a council representative to RCC if the agreement is adopted.
