The City of Ruston on Aug. 20 adopted Resolution 798, a policy to implement HB 1533 and permit withholding of certain personally identifiable information for employees who qualify as "survivors" of domestic violence, sexual assault, stalking or harassment. Councilmember Huson moved to approve Resolution 798 and Councilmember Jensen seconded; the motion passed 3-0.
Under the policy described to the council, the City may redact employee birthdates, job titles, workstation addresses, work email and work phone numbers and bargaining unit information from public records responses when an employee qualifies under state law (RCW 42.56.250(1)(i)). The minutes note that any documentation the City retains to administer the exemption will be treated as confidential. The resolution provides a staff-administered application process to verify eligibility under HB 1533. The council did not record further amendment or conditions to the policy during the meeting.
The approval was procedural and unanimous among the three members present; the council did not direct additional study or change the policy on the floor. Implementation steps (for example, which department will process applications and how the redaction will appear in public records responses) were not specified in the minutes.
