Commissioners approve FY26 Unorganized Territory budget; TIF revenue cited

Somerset County commissioners voted Dec. 4 to approve and forward the FY26 Unorganized Territory (U/T) budget and accompanying FY2026 U/T TIF budgets to the state. The approved U/T budget totals $2,862,163.03, a 5.06% increase from the prior year.
U/T Coordinator Dave Spencer told commissioners the county receives approximately $450,000 annually from the Wind Power TIF and $193,000 from the NECEC TIF created this year; about $225,000 of prior-year TIF funds remain. Commissioner John Alsop asked how much remained from last year and Commissioner Robert Sezak pressed staff about the fiscal effect of a recent large land sale to a conservation nonprofit, which Spencer estimated had a taxable value of about $6.5 million and would generate roughly $47,000 in tax revenue if taxed normally.
The commission approved Resolution 24-238 to forward the U/T budget and the Wind Power and NECEC TIF budgets to the state; the motion carried 5-0. Administrator Tim Curtis said the property growth factor used in the calculation was 6.8%, meaning the proposed increase was below the cap applied in the calculation.
The next procedural step is submission to state authorities for review under the statutory process for unorganized territory budgeting.
