Preliminary FY26 Unorganized Territory budget below cap; commissioners approve sending budget and TIF allocations to state

U/T Coordinator David Spencer presented a preliminary FY26 Unorganized Territory budget of about $2.85 million (4.6% increase), under a $3.1M cap; commissioners voted to send the Preliminary Budget and TIF Budget to the State and to allocate 100% of NECEC TIF captured revenue to the county.
U/T Coordinator David Spencer told the board the preliminary FY26 Unorganized Territory budget must be submitted to the State by the end of October so it can be compiled into a draft bill. With increased property values the statutory cap for the U/T budget is approximately $3.1 million; the preliminary submission totals about $2.85 million, a 4.6% increase over the current U/T budget and roughly $290,000 below the cap. The primary increase is to fund capital road projects.
At the meeting the Commissioners approved two related actions: Resolution 24-206 to utilize 100% of the captured revenue from the New England Clean Energy Connect (NECEC) TIF District, and Resolution 24-207 to send the Preliminary Budget and the TIF Budget for the Somerset Unorganized Territory to the State of Maine. Both motions passed 5-0.
