The Sun Valley Planning and Zoning Commission voted unanimously on Nov. 12, 2009 to recommend City Council approval of a plat amendment to combine three tax parcels at 12695 Highway 75 into a single lot of record (Application No. SUB2009-003). Commissioner John Gaeddert moved the recommendation, noting Conditions 1 and 2 in the staff report and that Condition 2 references Design Review Application DR2009-031, which includes seven specific standards; Commissioner Jake Provonsha seconded and the motion passed 4-0.
Community Development Director Mark Hofman described the proposal as a "simple plat amendment" to eliminate two interior lot lines so that all improvements would apply to the main house. Hofman said the driveway onto Highway 75 will be closed off except for emergency access and that the existing Elkhorn Road driveway will become the widened primary access. Robby Robinson of Benchmark Associates elaborated on site details including existing structures, recorded easements across and adjoining the parcels, and Mrs. Glassmeyer’s stated desire to improve safety by closing the Highway 75 access.
Commission discussion focused on procedural questions about forwarding a recommendation to City Council, the effect of potential Idaho Transportation Department (ITD) plans for Highway 75, and the relationship between the plat amendment and prior design review approval for an accessory dwelling unit on the property. Mark Hofman told commissioners that if the private snow-plowing agreement between Glassmeyer and Weyyakin failed, the Fire Chief could require Weyyakin to plow the road; that operational contingency is reflected in the conditions tying this approval to the Design Review.
No members of the public offered comments during the public hearing on the item. The commission’s formal motion, prepared from staff language, approved the Glassmeyer Plat Amendment Application #SUB2009-003 and recommended approval to City Council with the staff conditions; the vote was Ayes: Gaeddert, Herich, O'Connor and Provonsha; Nays: none. The commission recorded the motion as carrying unanimously.
