Parowan planners propose exempting routine reroofing from building permits unless structural work is involved

Permits required only if roof framing is altered," staff said, putting in writing the widely preferred middle-ground option that exempts simple shingle replacement while preserving permit requirements for structural or load-bearing changes.
The commission asked staff to draft ordinance language that references the Utah Building Code and clearly defines what triggers a permit (rafters/trusses/structural changes, added loads, or substantial alterations). The draft will be scheduled for public hearing and returned to the commission for final action.
