Council formalizes $2.50 spectator fee, delays family season-pass decision to 2027

Parowan City Council voted 4–1 on June 25 to keep the pool fee schedule unchanged for the remainder of the 2026 season and to formally adopt a $2.50 spectator admission rate that staff had already implemented.
Pool Manager Anna Carlson said the facility had collected $16,885 in revenue so far this season compared with $14,169 at the same point in 2025, and reported 158 punch passes sold at $40 each. "As of the prior week, pool revenue for the 2026 season stood at $16,885, compared to $14,169 at the same point in 2025," she told the Council while urging against mid-season changes that would disrupt patrons and previously quoted rental agreements. Councilmembers debated whether to add a family season pass; John Dean cited market comparisons and usage scenarios, while Carlson argued that a season pass priced below $450 would undervalue the facility. The Council reached general consensus to delay introducing any family season pass until 2027 to allow staff time to finalize enforcement and pricing rules.
The motion to keep the schedule unchanged and adopt the spectator fee was amended and then passed 4–1, with Councilmember John Dean the lone dissent. Council also directed staff to review pool financials at season's end and to finalize any fee schedule changes at least two months before the 2027 season.
