Parowan commission favors exempting simple residential re-roofing from building permits

City Manager Dan Jessen told the commission that under a literal reading of city code a building permit had been required for any "repair" to a structure, and that under that reading a prior shingle replacement had been subjected to a $250 permit. Jessen reported he consulted the city's certified building official (Lynn, Enoch), who said simple re-roofing typically does not require a permit unless the work changes roof framing, trusses, or exceeds a sheathing-replacement threshold. Commissioners expressed clear consensus for an Option 2 approach: exempt removal and replacement of roofing material from permit requirements unless structural modifications occur.
The commission asked staff to draft clear exemption language to add to the list of permit exceptions in city code and to schedule a public hearing on the proposed change. The exemption would still require permits for projects that alter roof framing, add additional loads, replace sheathing beyond a defined threshold, or otherwise change the roof structure; staff will return a draft ordinance defining those thresholds for commission review.
