Commissioners favored auto-dimming tied to ambient light and discussed limiting what percentage of a sign could be active video or animated content.
Several commissioners cited an overly bright EMC elsewhere in the county as an example of excessive brightness and said limits or an auto-dim requirement would be appropriate for Parowan. Staff said they will collect examples and numeric standards (foot-candle/lumen limits, change intervals, and enforcement mechanisms) to include in the draft ordinance so commissioners can set enforceable thresholds.
